Almost a month of discussions between the two bushfire consultants (mine and the Council’s) has passed. Campbelltown City Council retains its position about APZ boundaries, stating the following:

The consultant (my consultant – added by me) is generally correct in his comment below that “NSW PBP is appropriate document for use in NSW for defining APZ distances, while AS 3959 stipulates mechanisms to implement protective measures for the identified BAL levels”, however, A3.3 of Addendum: Appendix 3 Planning for Bushfire Protection 2010 (effective from 1/5/2010 and replacing Appendix 3 of PBP 2006) states “any deviation from the requirements in AS3959-2009 tables 2.4.2, 2.4.3 and 2.4.4 is considered an alternate solution in terms of PBP” hence the need for an amended report detailing an alternate solution, if the applicant and consultant elect not to follow Council’s recommendations in the below email.
In other words, the definitions in the Australian standard documents are still not aligned with the state documents. All the parties (Council’s consultant, my consultant, and RFS) have to do a guess work on what exactly do the different documents define and how they relate to each other 🙁

I’m not aware that Council has been changing any requirements
